Not having orbs in the 10-men version would mean to bring at least 2 priests with you, even if one is shadow and one is healing spec, it's still kinda unbalanced for 10-men imo. For the 25men: you bring almost always at least 2 priests to every other 25-men too, so they left it unchanged here Seems pretty obvious to me.
